The Tribal Welfare Department is sanctioning Post Matric Scholarships to all eligible ST students, those who are pursuing Inter, Degree, P.G., Professional & Research Programmes and whose parental income is less Rs.2.00 lakhs per annum. The scheme applies to all universities & its affiliated colleges whose admission process is regulated/ administered by the State Government.
The Post Matric Scholarship scheme has been fully computerized and the students are applying for Scholarships through (http://telanganaepass.cgg.gov.in/) portal.
The online registered applications are verified by the college Principal with Point of Sale (POS) device system using Best Finger Authentication System and the Principal generates the Barcode for the eligible students in the College through e-PASS portal. The college principal would subsequently submit the booklets of Barcode applications to the District Officer.
Then District Officer would read the barcode of each application and after aadhar & bank account verification process for sanction of scholarship. Disbursement would take place only for the applications that have been processed with barcode. The District Officer will submit the bills to the Treasury (Soft & hard copies) and MTF (Mess Charges) amount will be transferred to the Student bank account and RTF (tuition fee) would be transferred directly to the College bank account through Treasury CINB vide G.O.Ms.No.90,dated.30.07.2002, Social Welfare (EDN.2) Department.
The RTF component comprises of all non- refundable fee charged by colleges (as fixed by the University / Boards) and is paid to colleges directly. The fee reimbursed generally ranges from Rs.1200/- for Intermediate course to Rs.1.50 lakhs for professional courses per annum per student.

The MTF component consists of maintenance charges given directly to the ST students. The Maintenance rate depends on the type of the courses such as Professional (Group-I); Post Graduate Courses (Group-II); Graduate Courses (Group-III) and Intermediate level courses (Group- IV).
The rates of maintenance charges are enhanced by state Government from the AY 2016-17 as shown below:

The Government in G.O.Ms.No.36, Tribal Welfare (EDN.2) Dept., Dt. 04.06.2013 has introduced a new scheme in the name and style of Dr.B.R.Ambedkar Overseas Vidya Nidhi for providing Financial Assistance for ST students for pursuing higher studies abroad.
Income: ST Students whose family income is less than Rs.5.00 lakhs per annum from all sources are eligible.
the Selection shall be conducted by a State Level Screening Committee constituted by Government with the following members. The Bio – data of the candidates who applied online shall be made available to the committee.

The Govt. have issued orders for implementation of “Coaching to ST students for eligibility Tests such as TOFEL/IELTS and GRE/GMAT and other for Admissions in Foreign Universities “during 2013.14 vide G.O.No. G.O.Ms.No.37 TW(EDn.2) Dept, Dated:04.06.2013
Eligibility: ST Graduates or final year students at Graduation level whose family income is less than Rs.2.00 lakhs per annum.
a) A Notification for short listing institutions to impart training to ST students shall be issued in April/May calling for applications from reputed institutes from Hyderabad, Rangareddy, Medchal and Warangal having experience in training for GRE/TOFEL/GMAT/IELTS coaching.
b) Institutes shall apply online by May 15thof the year in a prescribed format with details of Name & Address, Registration Number, details of courses offered, infrastructure and faculty available, capacity, achievements, Bank Account number, etc.
c) A State Level Committee with following members shall shortlist the applications by May 31stof the year. The State Level Committee shall allot a fixed number of seats to the selected institutes.
d) There shall be automated selection of the students and allotment to the institute of their choice on merit basis by giving due weightage to marks obtained in SSC, Intermediate & Graduation.
e) The duration of training shall vary from 60 hours to 100 hours based on the course of study.
f) Standardised Course material shall be made available to the candidates sponsored by Social Welfare Department.
g) The Institute shall forward the scores obtained by the students in the respective exams.
h) Online test facility shall be made available to the Candidates sponsored by Social Welfare Department.
a) Notification calling for applications from desirous ST students shall be issued twice in a year, June and October of the year mentioning the institutes selected and courses offered.
b) The scheme is open to all ST students whose annual family income is less than 2.00 lakhs per year.
c) The interested students shall apply online by June 30thof the year for the 1st session and by October 30th of the year for the 2nd session, in a prescribed application form indicating his preference for the institute in which he wants to undergo training.
d) The course for the 1st session shall commence from July 1st of the year and the 2nd session shall commence from November 1st of the year.
e) Application by Students: All students shall apply online with scanned copies of the following documents:

reimbursed to the institutes shall be as indicated above or the actual fee charged by the institute for the respective course whichever is less. 50% shall be paid as first instalment on completion of 50 hours of training and the remaining 50% shall be released on completion of 100 hours of training.
b) Attendance of the student shall be maintained by the institute and is mandatory for claiming coaching charges by the institute.
c) The training programme shall include the following components:
d) The charges for training shall be released through online transactions by respective District Officers to the Bank Accounts of the institutes.
During 2009 the Govt. has introduced a scheme of training in the Administration of Justice in furtherance of committed policy of the State Govt. for imparting training in Administration of Justice to Law Graduates belonging to Scheduled Tribes on par with S.C. Law Graduates with a view to enhance their chances of employment elsewhere after the training. The Govt. have sanctioned total (184) seats for Scheduled Tribes Law Graduates for imparted Training in Administration of Justice every year for a period of 3 years at the rate of 5 ST Law Graduates in each District and the remaining (69) Scheduled Tribes Law Graduates (i.e. 184 – (23*5)) shall be selected by the CTW, Hyderabad vide G.O.Ms.No.115 Social Welfare (TW. EDN.) Dept., Dt.22.12.2009.
After bifurcation of Telangana State, total 50 seats are allocated for 10 districts @ 5 to each district and 30 seats are came from 69 seats, which are under the control of CTW (for 10 districts @ of 3 to each district) and 30 seats shall be selected by the CTW, TS, Hyd. Total 80 seats for Telangana State under this scheme.
Govt. issued orders vide G.O.Ms.No.18, dated.12.02.2014 Tribal Welfare (Edn) Department to sanction pre-matric scholarships to school going ST children studying 9th and 10th classes to curb the high dropout rate among ST students, hence to encourage education at secondary level. Incentive is given for (10) months to hostellers @ Rs. 4,500/-per annum and Rs. 2250/- per annum today scholars.
Bright children among STs are selected by District Selection Committee under the Chairmanship of Collector in non-ITDA districts and Project Officers in ITDA districts and the selected ST children are being admitted in the Best Available Schools (Reputed Private Management Schools). Government of Telangana has enhanced the BAS Scholarship amount from Rs.20,000/- to Rs.30,000/- per student per annum vide G.O.Ms.No.37, TW.Edu.Dept., dated:19.09.2016.

The Tribal Welfare Department is sponsoring ST children for admission into Hyderabad Public Schools, Begumpet and Ramantapur. As per Government Memo No.11345/ TW.Edn.1/2009-1, dated 16-02-2010, the Department is sanctioning Pre-Matric scholarships besides running (2) hostels for the ST day- scholars studying in the Hyderabad Public Schools.

The Govt. have issued a G.O.MS.No.36, dated.25.02.2014 Tribal Welfare (Edn.I) Department For poor ST students who are studying in Classes V to VIII in Govt. Schools as day scholars an amount of Rs.100 per month for ST Boys and Rs.150/- for ST Girls is being sanctioned.
In unified State the Govt. have sanctioned total 269 Post Matric Hostels, out of which 101 were allotted to Telangana State. The Govt. of Telangana has sanctioned 52 No. of Post Matric College Hostels vide G.O.Rt.No.399, TW (EDN) Dept., Dt: 14-07-2016.
ST Students studying in Inter & above courses are admitted in TW Post Matric Hostels (DAH). They are provided DIET charges @ Rs.1500/- per month.
Recently Government of Telangana has issued orders for payment of DIET charges to PMH boarders on par with Pre-Matric boarders and accorded permission for outsourcing of Catering & Maintenance services in Post Matric Hostels vide G.O.Ms.No.54 TW (Edn.A2) Dept, Dt:07-12-2016.
The CTW,TS, Hyd. has issued detail guidelines to the District Officers vide Memo Rc.No.J2/0111/2017, Dt.15-7-2017 for procurement of Catering and Maintenance Services and also released an amount of Rs.95.75 lakhs towards purchase of Cooking Utensils in TW Post Matric College Hostels from the Head of Account 210/211 Materials & Supplies vide Procgs. Rc.No.J2/0111/2017, Dt.5-7-2017.
