Introduction

Telangana Scheduled Tribes Cooperative Finance Corporation Ltd (TRICOR), Hyderabad has been registered under Telangana State Cooperative Societies Act (1964) (Adopted in 2016) under section-6 (4) with registration No.TAB 615. As per the Government Policy decision, TRICOR shall act as facilitator by providing subsidy on the unit cost to undertake specific activities under Economic Support Schemes for the upliftment of Poorest of the Poor Scheduled Tribes (STs) in the fields of Agriculture, Horticulture, Sericulture, Animal Husbandry, ISB/Self - Employment sectors etc.,

Objectives

The major objectives of the TRICOR as follows:

  • To provide financial assistance to ST families below poverty line to take up income generating activities.
  • To provide financial assistance to STs for creation of income generating assets.
  • To provide training programmes for skill up gradation while paving way for self/wage employment.
  • To plug critical gaps of finance under Economic Support Scheme.
Administrative Set up

The Commissioner, Tribal Welfare, Telangana State, Hyderabad is the Ex-Officio Managing Director assisted by the Deputy General Manager, Manager (Accounts/Admn) and other supporting staff.

Integrated Tribal Development Agencies (ITDA) are functioning in the districts of erstwhile Khammam, Warangal, Adilabad and Nagarkurnool where under the aegis of Project Officers and in the remaining districts the District Level Committees are formed with the District Collector as Chairman and District Tribal Development Officers (DTDOs) are as Member Secretaries to look after implementation of Economic Development Scheme meant for STs.

TRICOR Head Office formulates polices together with preparation Annual Action Plan and monitors implementation of schemes by way of conducting review meetings while obtaining monthly progress reports. Besides the corporation also mobilizes financial resources form Central, State Governments and other financial institutions. The Managing Director manages the affairs of the corporation under the guidance of the Hon’ble Chairman, TRICOR.

Strategy/Implementation Model

The scheme implementation has three phases.

  • In the 1st phase the plan proposals are prepared by Project Officers in ITDA Districts and by DTDOs in Non - ITDA districts. These plans are approved by the respective District Collectors in consultation with the District Level Banker Consultative Committees.
  • In the 2nd phase, identification of beneficiaries is taken up through a participatory mode in the presence of villagers in Gram Sabha. The ST families living below poverty Line are identified taking into consideration of online applications in Online Beneficiary Management & Monitoring System (OBMMS) software developed by Center for Good Governance (CGG) will be selected by Mandal Level Selection Committee and then forwarded to District Level Selection Committee for its approval.
  • In the 3rd phase, after approval by District Level Selection Committee, the list of the beneficiaries will be escalated to TRICOR for release of subsidy through e-payment.

OBMMS

All applications shall be registered through the Online Beneficiary Management & Monitoring System (OBMMS) developed by Center for Good Governance (CGG).

Online Beneficiary Management and Monitoring System (OBMMS) and e-payment systems are developed for ensuring transparency in implementation of the scheme.
